Annie specialises in procurement, contract management, and complex negotiations for major infrastructure and construction projects. With a background spanning private practice and strategic in-house secondments, she provides legal support throughout the project lifecycle—from front-end due diligence and delivery to dispute avoidance and regulatory compliance.

Annie is trilingual, offering her clients the added benefit of being fluent in Mandarin and Hokkien (Taiwanese).

Experience

Annie’s track record includes advising on high-stakes projects across the transport, health, and energy sectors:

  • major transport infrastructure: currently on secondment to a global tier-one construction firm, providing lead legal support for the delivery of a significant regional ring road project and assisting with the tender and bidding process for a major new rail link
  • metropolitan rail infrastructure: advised on station refurbishments and platform enhancements for a $5.4 billion city-shaping rail project in Queensland
  • health and social infrastructure: developed a suite of back-to-back contract templates for a major regional hospital expansion and advised on the construction of SDA Design Standard-certified seniors living developments
  • energy and resources: provided extensive support for a $220 million civil works contract and related infrastructure for a 200km railway line and port terminal connection
  • Build-to-Rent (BTR): advised equity sponsors on a $600 million BTR portfolio in central Melbourne
  • project delivery and claims: managed complex Security of Payment (SOPA) claims in Queensland, including adjudication applications, responses, and the settlement of significant extension of time and variation claims
  • commercial developments: supported a major property fund with a $20.4 billion portfolio on various development projects and advised a national automotive group on dealership developments
  • in-house and tier-one secondments:
    • current tier one secondment: presently on secondment to a global tier-one construction firm, providing lead legal support for the delivery of large scale infrastructure and major bidding processes
    • energy and resources secondment: completed a 14-month secondment to a major mining and resources company to support the development of a significant railway line and port terminal
    • in-house counsel: served as in-house counsel for a port operations company with an annual revenue of $150 million, focusing on contract negotiations and Modern Slavery Act compliance.
